Below is a Cease and Desist Collections Letter that can be used to request that collectors stop calling you. You have the right, under the Fair Debt Collections Practices Act (FDCPA) to request that creditors stop calling you.
Keep in mind that this does not apply to 1st Party Creditors, such as the credit card company or payday loan company themselves. So, while you can certainly request that they stop, they are not under any obligation to stop under Federal Law.
State law is a different matter. Many states extend FDCPA to 1st party creditors (Texas for example) and others may extend it under certain lending laws, such as their payday loan law.

Dear Sirs,
In accordance with FDCPA, I would like to request, in writing, that no telephone contact be made by your offices to my home or to my place of employment. If your offices attempt telephone communication with me, including but not limited to computer generated calls and calls or correspondence sent to or with any third parties, it will be documented and considered harassment. All future communications with me must be done in writing and sent to the address noted in this letter by USPS.
Furthermore, any calls to my relatives, neighbors or references will be considered harassment since you have location information and know how to reach me, per above.
